The City of Portland recently launched Portland Rides, a $20 million e-bike rebate program funded by the Portland Clean Energy Community Benefits Fund (PCEF). Over the next five years, the program will help 6,000+ income-qualified Portlanders get on a quality e-bike at a deep discount.
Despite the name "rebate," there's no waiting around for a check. Once you're approved, you'll receive a voucher that gets applied as an instant discount when you check out — so you only ever pay the lower price. Easy as that.
Heads up: this is not a first-come, first-served program. Applications go through a random lottery, and the process has several steps and required documents. We'll walk you through all of it below.
How Much Can You Save?
Rebate amounts depend on the type of e-bike. Every approved rebate also includes up to $300 toward essential accessories like a helmet, lock, and lights.
Who Qualifies?
Eligibility is based on income, age, and where you live. Here are the basics:
- You live within Portland city limits
- You're 18 years or older
- Your household income meets the program threshold
- You'll use the e-bike for personal transportation
Income Thresholds
The program uses Area Median Income (AMI) to determine eligibility:

The Application Process — Step by Step
The process is real but very doable. Plan on roughly 30–45 minutes for the application itself, plus time to gather documents if you're selected.
Complete the Free Safety Training
Before you can apply, every applicant must complete a short online e-bike safety training module. At the end, you'll get a certificate of completion — save it, you'll need it later.

Head to the application portal, create an account, and fill out the application form. You'll provide basic information about yourself, your household size, and the type of e-bike you're interested in (standard, cargo, or adaptive).
~10–15 minutesWait for the Random Selection
Because demand is high, applications are entered into a random lottery. Submitting early in the application window doesn't give you any advantage — but submitting before the window closes is essential. You'll be notified by email whether or not you're selected.

If selected, you'll get an email asking you to upload three things within 8 days:
- Proof of Portland residency
- Your safety training certificate
- Income-qualifying documentation (see below)
Get Approved and Receive Your Voucher
Once your documents are reviewed and approved, you'll get an email with your official rebate voucher and details on how to redeem it.

You have 60 days from voucher issuance to use it. Bring your voucher to a participating retailer, pick out your Mokwheel and accessories, and the discount is applied instantly at checkout. No waiting on a refund check.

You'll need to verify three things: where you live, that you completed safety training, and that your income qualifies. Here's what counts:
Proof of Portland Residency
- Utility bill, lease, mortgage statement, or government mail with your name and Portland address
Safety Training Certificate
- The certificate you received after completing Step 1
Proof of Income (any one of these)
- Oregon Health Plan / Medicaid enrollment
- SNAP / EBT card or letter
- Temporary Assistance for Needy Families (TANF)
- Free & Reduced-Price School Lunch enrollment
- HUD Housing Choice Voucher
- Form 1040 from the prior tax year
Adaptive applicants also need medical documentation of a chronic or permanent disability requiring an adaptive e-bike.
